Resident Accomodation Assistant
Project Summary: The San Francisco Housing Authority’s (SFHA) is implementing a year-long energy conservation project at the Ping Yuen Public Housing affordable housing development in San Francisco’s Chinatown neighborhood. The Ping Yuen Resident Improvement Association (PYRIA) is a tenant organization that empowers tenants of the Ping Yuen development. Per funder (the City) requirements, consideration for the position is given primarily to Ping Yuen tenants, secondarily to Housing Authority Residents, and thirdly to other candidates.Job Summary: The Resident Accommodation Assistant works as part of a team with the SFHA, PYRIA, Community Organizer, contractors, and tenants to ensure that information about the construction is communicated clearly and in a timely matter to the tenants, tenant concerns are addressed, and accommodations are provided.
Status: Temporary (one year); Part-time (20 hours per week); Nonexempt

The Organization: A community-based non-profit organization founded in 1977, the Chinatown Community Development Center is dedicated to improving San Francisco’s Chinatown neighborhood in a variety of areas, including tenant rights, open space, and land use and transportation planning. The organization also develops and manages affordable housing buildings for low-income residents in San Francisco, primarily in the Chinatown and Tenderloin neighborhoods.
General Job Responsibilities:
• Before construction: survey tenants on scope of work, furniture moving, special needs, and schedules
• Close to start of construction, prepare for construction: schedule unit inspections and assess tenant readiness by meeting with individual households and assisting tenants with packing
• Assist with pre-construction meetings with tenants
• Assist with video survey of the unit to document tenants’ belongings for security purposes
• Relate tenant concerns to Supervisor, follow-up on issues, and assist in providing solutions
• Assist with communication between SFHA, tenants, and contractors
• After construction: meet with tenants in their unit to ensure that they know how to operate and care for the new equipment and review any warranty coverage
• Provide translation and interpretation services
Knowledge, Skills, and Experience:
• Experience providing services to the community
• Strong interpersonal and communication skills
• Ability to lift 30 pounds
Minimum Qualifications:
• Capacity to work evenings and weekends
• Experience using Microsoft Word and Excel
• Sensitive to the needs of low-income and monolingual populations
• Good listening skills and ability to exercise patience
• Ability to work independently as well as in a team structure
• Ability to be flexible and perform a variety of activities
• Ability to follow instructions
Preferred Qualifications:
• Fluent in English and one of the following languages: a Chinese dialect, Vietnamese, or Spanish
• High school degree or GED
• Current tenant of a San Francisco public housing development, especially at Ping Yuen
• Ability to communicate clearly verbally and in writing
• Experience providing services to the public

Community Organizer

The position is also responsible for providing housing counseling services to community residents (50% time).

Technical Assistance to PYRIA (50%)
• Host pre-construction meetings with Ping Yuen residents to explain the scope of work and answer questions to ensure tenants understand the project and are satisfied
• Assess tenant readiness by meeting with individual households and coordinating packing assistance to prepare for construction
• Be accessible to hear tenant complaints and concerns, and help resolve them
• Arrange for all translation and interpretation services, as needed
• Assist Ping Yuen tenants to build a stronger community by including residents in planning and implementing social and recreational activities
Housing Counseling (50%)
• Perform intake on and provide housing counseling services to (primarily monolingual Chinese-speaking) low-income tenants by assessing housing problems, answering questions, providing information and educating, offering support and/or translation services, and making referrals
• Educate tenants on their rights through housing counseling and workshops
Minimum Qualifications:
• Bilingual in English and Cantonese (fluent)
• Capacity to work evenings and weekends
• Experience using Microsoft Word and Excel
• Strong public speaking and interpersonal skills, with the ability to conduct workshops and meetings in English and Cantonese
• Knowledge of the needs of low-income residents in Chinatown and San Francisco
• Creative and comprehensive problem-solving skills
• Ability to be flexible and perform a variety of activities
Preferred Qualifications:
• Biliterate in English and Chinese languages (read and write)
• Familiar with San Francisco’s Chinatown neighborhood
• Experience using a Chinese software program

Assistant Manager
Job Summary: The Assistant Manager assists two Property Managers in managing all aspects of daily operations for a portfolio of six affordable housing buildings. Responsibilities include office management, administrative paperwork, and resolving tenant problems. The person in this position regularly travels to various buildings, processes detailed paperwork, and interacts extensively with tenants and staff. The ideal candidate is a team player with strong interpersonal, customer service, and organizational skills who pays attention to detail and thrives in active and bustling neighborhoods. The six buildings vary in size from 25-82 units ranging from SRO’s to studios, to 3-bedrooms and tenants are primarily comprised of seniors, singles, and couples. Tenant Services Coordinator- Part Time
Job Summary: The Tenant Services Coordinator coordinates supportive services for residents in an affordable housing building for families. The position requires a motivated and resourceful individual who is sensitive to the needs of diverse low-income residents; has excellent service coordination, team-building, and group facilitation skills; and thrives in a relatively independent environment working with a multidisciplinary team of service providers.
Job Responsibilities:
Case Work/ Information and Referral (35%):
Orient residents to Tenant Services—its role and services
Conduct resident intake, develop customized service plans
Provide direct services and intervention in housing-related violations or disputes
Write case notes, documenting referrals, services plans, and outcomes
Serve as advocate/liaison for residents with service agencies and property management
Resident Programs (40%):
Organize educational, social, and recreational activities based on tenant needs and interests. Activities may include arts & crafts; health, safety, and nutrition workshops; holiday celebrations; field trips; financial literacy classes; and youth activities
Support the Tenant Council, resident leadership and empowerment
Organize monthly community meetings with residents and Property Management staff
Engage residents in neighborhood issues and events
Administrative (25%):
Complete/maintain reports, budgets, program files, and tenant files
Assess tenant needs and interests, evaluate programs and plan services
Create calendar of events and activities; produce flyers and newsletters
Assist in recruiting and supervising volunteers
